Bogard, the Patrician Warden
Passive: Wanted: Dead: (Innate) At every interval of 1 minute, the last enemy champion damaged by Bogard is marked. Should the champion be slain within 30 seconds of the marking, the killer is granted a bonus 30 gold, with assisters gaining 15 bonus gold. Bogard himself also gains +1% Cooldown Reduction permanently whenever he gets an assist from the target being slain.
Q: Taser: Bogard dashes forward and swings his electrified baton, dealing physical damage and stunning whoever is hit by it for 1 second.
W: Tripwire: Bogard sets down a trap that takes 1.5 seconds to be readied and last for 3 minutes. When an enemy champion steps on it, the trap will activate. A bug is planted on the tripper, allowing Bogard to know what skills are available and at what ranks the target's skills are.
E: Police Brutality: Bogard swings at target enemy champion's legs on his next basic attack, crippling their movement for 3 seconds. If the target was stunned at time of attack, they are swept off their feet and suppressed for 1.5 seconds.
R: Suppressing Fire: Bogard stands in place and aims his baton, altering it into a hextech submachine rifle and rapidly shoots out in a cone, slowing and dealing physical damage every .25 seconds to enemy units caught in the zone of fire. Bogard can continue to aim during the duration of the effect, following the mouse cursor.

The Noxian justice system is a deranged one. Crimes are responded to in violence and, more often than not, death, no matter how petty the incident is. Chief among the lawmakers and enforcers is a sadist called Bogard. Many have been broken by his methods, not the least of which includes torture. One particular case of Bogard’s was the yordle Veigar, whose isolation within the Noxian prison walls has lead to the little mage’s insanity. Eventually, Veigar had managed to escape, much to the chagrin of Bogard. Nevertheless, Bogard has continued his mad practices, all the while within the legal bounds of Noxian law. When Bogard had heard that the only being to escape his establishment was a part of the League of Legends, the warden decided to go in after the little yordle to show that no one can ever truly escape his prison.
